Zhangjiakou data center cluster construction accelerated

Learned from the press conference of 2022 China International Digital Economy Expo held by the Information Office of the People’s Government of Hebei Province on Nov. 2, the construction of Hebei data center started early, especially in recent years, with rapid development momentum. Zhangjiakou, Langfang and other places have initially formed large and super large data center industrial clusters based on superior geographical and climatic conditions. Up to now, the data center in the whole province has put 526,000 standard cabinets into operation, and the number of servers in operation has exceeded 2.6 million.

Duan Zhandong, a member of the Party Leadership Group and Deputy Director of Hebei Development and Reform Commission, said that in February this year, the National Development and Reform Commission and other three ministries and commissions approved to start building a national hub node in the Beijing-Tianjin-Hebei region, planned to set up a Zhangjiakou data center cluster, focused on meeting the real-time computing needs of Beijing and other places in order to form massive data storage and large-scale data "cloud" analysis and processing capabilities, and established a computing power efficient scheduling and service center with cloud network collaboration and computing network integration so that the data center can realize intensive, large-scale and green development, and built a real-time computing power center radiating north China, northeast China and even the whole country, becoming a domestic first-class and internationally influential information hub and the upstream and downstream industrial development highland of the data center. In the next step, Hebei Development and Reform Commission will, in accordance with the spirit of the Third Plenary Session of the Tenth Provincial Party Committee, work together with relevant Hebei provincial departments and Zhangjiakou City to focus on the following four tasks to help high-quality development of the digital economy.

Accelerate the construction of Zhangjiakou data center cluster. Study and formulate the Zhangjiakou Data Center Cluster Construction Plan, and establish the joint conference system for the construction of national hub nodes of Beijing-Tianjin-Hebei computing power network. Several policies are issued to support the cluster construction of Zhangjiakou data center. Promote the extension of the industrial chain of the data center, actively develop the hardware manufacturing of servers and cabinets, storage equipment, temperature control systems and refrigeration equipment, introduce and cultivate a number of software and service outsourcing enterprises for data acquisition, label storage, computing and processing, and promote the collaborative development of upstream and downstream industries.

Optimize the construction layout of provincial data centers. Encourage and guide large and above data centers in Beijing, Langfang and other places to relocate to Zhangjiakou cluster. At the same time, the new construction and expansion of large and above data centers outside the Zhangjiakou cluster are strictly controlled. Support the deployment of intelligent computing centers with high-performance computing power and edge data centers that meet low latency and high reliability business needs in or around central cities.

Promote the construction of data center projects vigorously. Take project construction as the starting point, accelerate the implementation of project construction elements, and advance the Beijing-Tianjin-Hebei hub to form a strong computing power scale as soon as possible. Push forward the construction of key projects such as China Unicom's efficient scheduling demonstration base of computing power, China Telecom's Huailai Smart Cloud Base, and VNET North China Cloud Computing Center Base. At the same time, we will continue to strive for the support of national ministries and commissions, create a number of highlight demonstration projects, and promote the twinning pilot of "channeling computing resources from the East to the West".

Promote the implementation of key construction tasks of the Beijing-Tianjin-Hebei hub. Accelerate the construction of network infrastructure, and constantly improve the network level and connectivity capabilities. Cooperate with Hebei Unicom, Hebei Construction Investment, Huawei and other competitive enterprises to explore the pilot of the research on integrated computing power dispatching of Beijing-Tianjin-Hebei hub, promote the green and low-carbon development of the data center, support the data center enterprises to actively participate in green power market trading, and improve the local consumption level of renewable energy power.
